Following the dotcom bust, industry analysts have identified voice, data, and wireless costs, typically a company's third largest non-payroll expense, as a new frontier with vast potential for significant expense reduction opportunities. This potential stems from the lack of visibility into communication expenses attributed to complex contracts, distributed inventory, and erroneous carrier bills. With an ever-increasing reliance on telecommunications infrastructure, the management of telecommunications expenses continues to remain a frontier for tremendous bottom-line impact on the organization.

Unfortunately, the management of telecommunications expenses has historically lagged behind the changes in telecommunications technologies. Specifically, Telecommunications Expense Management (TEM) capabilities haven’t kept pace with the volume of services consumed, the volume of invoices received, and the complexities in allocating these costs enterprise-wide. Add to this, the fact that most organizations are not receiving optimal rates and services from the rapidly changing carrier community, and the problems typically encountered include:

The telecom expense management (TEM) market has changed considerably over the past years.

Traditional TEM providers have expanded their services into the business process outsourcing of bill verification and payment, supplier negotiation, sourcing, consultancy, and mobile device management. The market is moving away from single-country service offerings to meet the needs of multinational corporations for a single global supplier. Systems integrators are taking a greater interest in providing their clients with TEM services, and major telecom operators are entering the market. Infrastructure and operations (I&O) professionals need to understand these market changes in order to shape company policy on TEM.

The TEM industry has become mature over the past decade and organizations world-wide are adopting TEM as a contributing concept to reduce their operational expenses and improve their profitability.

Three main TEM delivery options

TEM is a solution that tracks telecom (voice and data) assets and their related expenses. Currently there are three main delivery options for a TEM solution; Business Process Outsourcing, SaaS/Hosted Solutions, and Licensed software products managed on customer hardware.

Business Process Outsourcing (BPO) companies will manage the entire process of ordering services and auditing expenses. Many BPOs now offer enhanced visibility into telecom expenses via online reporting and ordering tools where in the past a BPO could only offer scheduled batch reporting.

Software as a Service (SaaS) and hosted solutions offer customers a web-based TEM tool to manage all or part of the telecom lifecycle process. The software itself is not owned or managed by the customer. Some SaaS services interface with external HR and A/P systems and also directly accept and process electronic invoice data from carriers.

Many of the same features available from a SaaS solution can also be purchased via a licensed software product. This solution may require more capital upfront, but in some cases may be a better fit due to the integration and security requirements of a customer's enterprise.
